Under the section 154, firms are capable of submitting their personal changes of Insurance Commissioner Way Goodwin's office. The Commissioner would still hold the ability to reject the proposed hikes that he deemed as specifically excessive.

North Carolina drivers will benefit from a more competitive, free-market system that reduces bureaucracy and eliminates unnecessary costs, Meredith said in a statement on the bill.

The reaction from the Department of Insurance was both pointed and strong in opposition.

It takes away the commissioners authority to stop huge increases, said Kerry Hall, who was Goodwin's spokesperson. She continued [the increases] would permit the rates of some individual drivers to skyrocket, and would allow the companies to discriminate by age and gender.

The battle over the new measure will now pit the commissioner against the group that identifies itself as Fair N.C. The group represents a majority of the large names within the auto insurance industry, including AllState Corporation, Geico, Progressive, State Farm, and more than a handful of other insurers.

The councillor could only gain the support of a single colleague, councillor Ross Jackson, in his attempt to bring back the service dumped nearly three years prior.

The policy adopted in early 2010 to discontinue the collection and provide tip vouchers for households will thus remain in effect, despite the councillors arguments.

Cameron pushed for the reintroduction of service and reduction of vouchers to the Albury tip to two.

He stated that the garbage collection was a fore function of the council. It is a service many elderly and disadvantaged people rely on, Cameron said. He continued by adding, It is one of the central reasons why we collect rates and one of the priority areas we should be spending money on.

It wont be without expense. But I certainly hope none of my fellow councillors are going to make the argument we cant afford this service.

Cameron had been referring to the council bankrolling a good sum of the $3.5 million shortfall to the art gallery project. The option to he intended to push forward would have cost $1.03 million compared to the four-voucher system, which was totaled at $780,000 in all. The cheapest option was to reintroduce waste services and eliminating vouchers, which would cost $470,000.

The council has noted that a home-based collection service that is intended to assist the elderly and disadvantaged or otherwise-handicapped would be better promoted.

Councillor David Thurley supported the current arrangements for waste disposal.

We have major issues in our community with sustainability, he said. He then added, That means recycling, water, energy and to reintroduce a hard waste collection seems to me to be sending entirely the wrong message that it is OK to chuck your rubbish out, someone will take it away and you wont need to see or deal with it.

We are under pressure from state government and EPA to reduce waste. The lifespan of our landfill is not infinite.

The 1960s and 70s only had one poor choice of woodie per decade. The Ford Country Spire Wagon in the 1960s and the Jeep Wagoneer of the 1970s were keeping people cringing all through the decade.

The 1980s saw the first woodie-van in the Plymouth Voyager, as well as the return of the woodie-wagon in the AMC Eagle Wagon. The two were actually rather large sellers, but also were simply unfortunate to look at.

The biggest question is: will the coverage be enough? Our roads are safer, yet every day over 1,500 claims are made. More effective diagnosis of whiplash will help genuine claimants get paid out quickly and reduce the scope for fraud, so helping to ensure that honest motorists do not end up footing the bill for the cheats through higher insurance premiums."

Aviva's proposal come before the Ministry of Justice consultation that will look into whiplash that ends in March of 2013. Dominic Clayden, claims director at Aviva, has recently pressed for the introduction of what he calls a truly independent panel of experts to determine cases such as whiplash. He states that the average consumer supports the move to have such implementation.

He states Aviva found that 95% of driver state they believe there are unnecessary whiplash claims that cause the increase in car insurance premiums. Such cases have jumped up by 80% since October of 2008.

Aviva has researched nearly a half-million UK drivers who have specifically made a PI claim and found that a mere 33% spent their compensation on medical treatment physiotherapy. Others used the money to pay debts and purchase luxury items. Almost 10% (one in every 10) went on holiday with their money.
